Getting out is the easy part, you can grab the screw and keep turning and pull it out at the same time. The tricky part is how do you repair the threads, as it goes into the bumper, or it could be the controller/battery box. What I would do, is to first remove your bumpers. You should see tabs with a hole in them.
Get a drill bit that is similar in size to the plastic threads under the seat and drill out the center of the head. Once it breaks free you're done. Remove plastic and replace with a new one or with a whole new seat. If it spins, hold the bottom threads with a pair of pliers.
You should be able to then remove the box (assuming wires have already been untied in the box) and lift it off. If it were me, I would then buy two new compression emt connectors and a new junction box (I would use plastic 6x6x4 but I don’t know what tools you have to punch holes).
